USC announces new measures to limit spending, including permanent budget cuts

- Staff Hiring Freeze: With a few exceptions, there'll be a freeze on staff hiring
- Reduction of Faculty hiring: Across schools, faculty hiring will be restricted
- Permanent Budget Reductions: Reduced budgets that schools received this fiscal year will be the new norm
- Procurement Contract Control: Review of all current procurement spending as well as contracts of $50,000 will begin
- Capital Spending Reassessment: Review will begin of all capital projects
- Enhanced Efficiency: Schools will be asked to identify ways to reduce spending to meet new spending targets
- No Merit Pool for Faculty and Non-Hospital Staff: The University won't be providing merit increases for the 2024 performance cycle
- Discretionary Spending Restrictions: There will be limitations on expenses like "non-essential business travel, conferences, and entertainment"
- Sunset of Extended Winter Recess: The extended staff winter break implemented in 2020 will be reverted to a back to the pre-Covid shorter break
